It's a problem of the spec, not of the formatter. The recommendation
does not provide any standard means to do that.
There exists a technical possibility to implement it - but only as
an extension to XSL FO Recommendation. And as it is common
with extensions, we should be very cautious when introducing
new ones - we feel like we already have a bit too many of them,
and we strongly prefer to concentrate on completing the XSL spec
support than . If there is public consent on this, we can include such a
thing in one of subsequent releases; if it turns out to be a very
peculiar feature, we can only do it as a custom extension for you.
In a very simple case when there is only one footnote that
may appear on the page, the thing can be emulated: make
a footnote body empty, and place the footnote text into the
static content for the footnote separator region. In this way,
the footnote text will be printed only once if there are any
footnotes on the page, and won't be printed at all if there
are none.
