If one specifies border-*-* on fo:table row, these border properties
only apply if border-collapse="collapse", which is the default. XEP
documents the limitation that collapse is not supported. Thus, XEP
silently doesn't render the rules because it imposes the default "separate".
Would it be appropriate for XEP to issue a warning that rules that would
othewise be rendered are not because the collapse value is not supported?
Of course, what I'd really like is for collapse to be implemented :-)
