Jack,
you can achieve that by adding a fo:block element with span="all" at the end
of your template
like:
<fo:block padding-top="0mm" padding-bottom="1mm" span="all">
<fo:leader color="#FFFFFF" leader-pattern="rule"
leader-length="100%" rule-style="solid" rule-thickness="0.1pt"/>
</fo:block>
