Indentation is based on ancestral inheritance during refinement ... and in
the formatting object tree the ancestor of your footnote is indented in
order to process the list item.
Change it to read:
<fo:footnote-body start-indent="0pt">
in order to reset your indent to the start edge of the page for the body of
the footnote. With this, all of your constructs in your body of your
footnote will inherit the start-indent= here, instead of the start-indent=
in your list item.
Coincidentally, I explicitly have this particular placement of a footnote
in the footnote exercise in my XSL-FO class in order to "trip up" my
students and have them realize the effect of inheritance *from the
formatting object tree" during refinement, and not as many assume from the
placement of objects in the area tree.
