EM-space is marked as white space characters in Unicode database. XEP
treats all Unicode white space characters equally (and thus all of them
obey to space-collapsing rules).
Note that if you want to add some spacing it's much better to use
leader, i.e. <fo:leader leader-pattern="space" leader-length="4em"/>
