In XSL FO you can generate blank pages only to preserve sequence
parity (i.e. add even or odd page then necessary) - there is no
feature to fill it up to the some arbitrary number. However it could be
easily done by post-processing XEP intermediate XML output (.xep files).
In .xep files every page represented by <xep:page> element. You can create
simple XSLT stylesheet which will add required number of empty
<xep:page> elements to such an XML. This 'improved' version of XML can
be further fed to XEP to produce PS/PDF (use '-xep' option of
XSLDriver - please refer to "XEP User Guide" for more details on
command line synopsis).
