    Thanks for the suggestion. I tried it, and at first it looked like it
    worked. But, when a float is long enough to go past the anchor for the
    following float, it pushes the next one down the page. When a negative
    margin is used, the second float ends up overlapping the first one, so the
    text is all jumbled together. Is there anything else we could do? Also, is
    there any plan to change the floats to anchor to the top of the text,
    rather than the baseline, in a future version of XEP?

    Hello Steve,

    This is because float is aligned with respect to its anchor and
    in the current version of XEP floats anchor corresponds to the
    baseline of the text. The only workaround I can think of is to use
    negative margin/padding in your float, but it's applicable only if
    you have free space above it (i.e. if it's a marginalia).
