I think XSLT chunking is a reasonable approach, but personally I would
prefer to create bigger chunks, not one line long.

This is just a mistype. I have accidently added it during debugging.
And float has no border according to XSL FO spec so it shouldn't be printed.
Note that you still can specify border-* properties on fo:float in
case you want to retrieve their values on the float descendants using
"from-parent()" function.
