The format does not change; it's the formatter output that changes. As a rule
of thumb, you can expect the formatter output to be stable within a sequence
of maintenance releases (3.6 is identical to 3.6.4, and 3.7 to 3.7.5except for
bugfixes). However, feature-adding releases often introduce new
functionality or refine interpretations of XSL-FO properties; this
may lead to slight changes in layout.
I believe that in order to use the AT format for archive purposes,
the only safe option is to freeze XEP version.
