I think you've misunderstood the problem: I'm not trying to force a
break, I'm trying to allow one.
If you have two <fo:inlines> with no whitespace between them then there
is no opportunity to break between them. By inserting a zero-width space
between them, the intent is to allow the renderer the opportunity to
break the line at that point.
