[xep-support] Hyphenation in XEP 4

Hi,

this is a configuration glitch; the new configuration format
requires encoding to be specified for hyphenation tables, and
sets platform's default encoding by default (which is most
probably UTF-8).

A quick workaround is to just edit etc/xep.xml and to add
encoding="iso-8859-1" for the entry describing German hyphenation.

We'll post a new build with proper encodings to the download page
in a few hours.
