[xep-support] Is it possible to have a page-sequence with initial-page-number="0"?

Hi, I have a need to start a page number at "0" sometimes and have
tried the following for my page-sequence, but the resulting pdf always
starts with "1" instead of "0". Am I doing something wrong? Is this
supported? I'm assuming I can't use negative numbers either?

<fo:page-sequence master-reference="chapter" initial-page-number="0" format="1">

Any help is appreciated!
