Probably oXygen processes the XInclude elements for you when
you open the document. In general you can use entity references
in your document and declare the entities in an internal
subset of a document type declaration. For example:

<?xml version="1.0"?>
<!DOCTYPE book
[
  <!ENTITY chapter1 SYSTEM "chapter1.ent">
]>
<book>
  ...
  &chapter1;
  ...
</book>
