[xep-support] image downsampling

When XEP embeds an external graphic in a PDF document, does it
downsample the image as necessary, or does it just embed the image as
is? That is, if I reference a JPEG image and specify that it be scaled
by 10%, does XEP scale the image itself, or does it simply put the
original image in the resulting PDF document along with the scale
information?
