Sorry for the typo - should be fo:page-number-citation-last:

A bit more about it - Ron
I would like to add my two pennies. XSL 1.1 defines a special element,
fo:page-citation-last, to address this exact problem. The element is already
implemented in Antenna House (4.0+) and RenderX XEP (3.8+; placed
in the proprietary namespace). It might make sense to use it in the
stylesheets
when extensions for these two processors are on. The obvious benefit is
that it becomes possible to count blank pages as well. (With the current
approach, if a blank page is appended to keep the parity of the page
sequence,
its footer is likely to read "Page 18 or 17" :-) ).
