So there is some other decision point (automatic or manual) after the FO
is first created that directs which fonts to use? Is it possible that
whatever that mechanism is could re-process the initial FO (via another
XSLT) into a new version that now has the desired fonts specified? If
so, then the first FO could have embedded place-holders at the font
locations that get updated when the second pass is performed.
This way, your fonts xml file wouldn't need to change on the fly...
