I think what you are referring to is text synchronisation. This is
not possible in XSL-FO in a declarative way. See also
http://lists.w3.org/Archives/Public/xsl-editors/2005JulSep/0007.
I do this in the style sheet by fixing the line-height and tweaking
the top and bottom margins to make it work in all situations, taking
into account that such margins may collapse.
