keep-together.within-page="always"
keep-together.within-column="always"
keep-together.within-line="always"
The last one, when inherited by fo:inline, causes it to be kept together and not break.
I suspect the ancestor block should contain just:
keep-together.within-column="always"
(which works for page keeps too).
