By convention, borders in publishing go outside of the block area,
such that sibling paragraphs all have their text line up vertically
on the start edge with the borders going beyond the start edge.
Increase your provisional-label-separation to move the body content
farther away from the label content.
Alternatively, borders on web pages stay within the block area, such
that the middle paragraph of three, when bordered, appears indented,
and the border lines up with the sibling paragraphs. If you want to
mimic this browser-style bordering, then use margin-left="0pt" in
order to line up the edge of the border with the edge of the text of
unbordered items.
