Great job. Yes the issues appears to be with the Symbol.afm font. Making the font actually use "Times New Roman" or "Times" rather than the fall back (Symbol) rectified the issue in both 4.9 and 4.17.

However, it appears that with xep 4.9, when used within a list-block text-decoration="line-through" and text-decoration="overline" produce the same output (text-decoration="underline" works correctly).
I've tried this wrapprng the text in an inline and applying the text-decoration there instead of the clock level too.
Any guidance as to how I can get the strikethrough working within the list-block would be appreciated.
I'm attaching a test case and its PDF output.
