Jonathon:
You have no font specified and therefore you are using the default font,
Helvetica. You need to use a font that has the appropriate Hebrew glyphs.
I added font-family="Arial" and made sure this font is available (edit your
xep.xml configuration file).

Hello experts,
I am having trouble getting fo:inline-container to display when it contains
Hebrew.
I attach a .fo file which shows the problem.
I attach the generated PDF.
The PDF was generated through the following:
