1. "Device" for me means a PC or a tablet with a capable PDF reader. I was trying to be tech agnostic while drawing a distinction between PDFs viewed as printouts and PDFs viewed "live." So to your point about creating absolutely positioned areas that are clickable, that's the first thing I'm looking for.

2. In printouts of image maps, I'd like to be able to show the hotspots in a way that makes sense on a printed page. Presumably, that would be outside of the image itself as a caption or callout. For example, if I have a hotspot element with an href and a label, I'd like to show the label as a caption and, if possible, reference the page number and/or some other identifying information (like title) of the href target.

What device? What are they viewing? And probably most important, what is the
viewer on that device?
If your question is can I use XSL FO to create absolutely positioned areas
on a page that are clickable to go to a link, I would say yes ... not a
problem. But of course, that presumes a lot of things like what is being
used to view the PDF and click on the link and does it even support clicking
let alone link areas? A good for-instance is we are getting a lot of
questions about "something not supported in our PDFs" ... and it turns out
people are using Google Browser to view the PDF. Well, I'm afraid its
Google's problem for what they don't support in their Browser which now
seems to use their way of processing PDFs with Javascript instead of a
plug-in. And that gets worse if you start to factor in "devices" and their
support for what can be done in PDFs.

Again in what way? Please describe in more detail what you are asking for.

Are these things we can do with XEP if we get our DITA transformations to
