Ah ... maybe I did not understand the question ... as I read it you want
images embedded in the XEP format:

If you wish to embed images in the XEP Intermediate Format so they are not
references even if they are fo:external-graphic references, you can add a
setting in the xep.xml file. This will cause *all* images to be embedded in
the XEP Intermediate Format file as base 64 strings.

You would set <option name="EMBED_IMAGES" value="true"/> for the XEP
generator.

I am at a loss, I guess I do not understand the question because it seems
you asked and answered it.

Use <fo:instream-foreign-object/> for SVGs *inside* the FO Use
<fo:external-graphic src="path/to/your/file.svg"/> for SVGs external

Is there a way to set RenderX to embed SVGs in the XEP output from an FO
input that references the SVGs as an external graphics (fo:external-graphic)
without having to embed the SVG ourselves in an fo:instream-foreign-object
prior to RenderX processing the FO?
