Examine these two pieces of information:
1) How to write a program that would login: http://www.java-samples.com/showtutorial.php?tutorialid=10
2) How to then take such a program (modified to your needs), build it and register it to execute:http://mjremijan.blogspot.com/2012/02/create-your-own-java-url-handlers.html
The basic principle is that you are extending how Java connects by changing the protocol it connects with. You would create an extension that processes the username and password and log's in, and then name it something ... let's say you name it the "login" protocol.
Then your URLs would be:
login://{your webs site address and login info}
Not http://
You would build this JAR and include it in the classpath so that Java would internally see the "login" protocol and run your code. That code extends the normal code and does the login.

I don't think that url resolution is part of XEP, it just hands it to the jvm.We have used custom protocol handlers to do things like this. You can extend the default behavior of the jvm (of just getting the resource) and add features for authentication or further manipulation the resource.
