I am going to have to retract my original answer because reading it
again I realize that I was answering about end-notes at the bottom of
the last page and not footnotes. My mistake entirely as you were not
ambiguous ... I just was in the wrong mindset.
Indeed footnotes at the bottom of the page will be in the order of
the footnote citations made within the page. End-notes are
arbitrarily retrieved and can be sorted in any order that you
need. When placed at the bottom of the last page, one adds a
footnote without a citation, opens the footnote body, sorts the
end-notes, and adds them in any desired order. In fact, this is one
of the exercises in my hands-on XSL-FO training, and so I was caught
up in the mindset of my classroom.
Please forgive me for giving you false hope.
Now, if you go beyond the specification and work with the area tree
(something I haven't done myself), you can probably go into the
RenderX intermediate format and reorder the footnotes before passing
the intermediate tree on for rendering.
But I will let someone with more experience than I have answer to that.
Again, I apologize for answering a question you didn't ask. That was
