[xep-support] svg - error: formatting failed: java.lang.NullPointerException

Hi. I was attempting to upgrade to xep 4.28 from xep 4.19, but ran into the
following issue: (generate [output-format
pdf][i][ii][iii][iv][1][2][1][2]error: formatting failed:
java.lang.NullPointerException

I was able to track the error down to the inclusion of a svg file that
works with xep 4.19. I've attached the svg file.

Would someone be able to review and see why xep is failing? Is there a
better debugging mode available?
