of fo:root element. This is not permitted by the content model for the fo:root.

XEP does not validate against a scheme. Instead, we use an XSLT
stylesheet applied to XSL-FO document, and collect XSLT messages
that it emits. The stylesheet can be found inside XEP's jar file:
com/renderx/xep/folint.xsl.
