Simcha is correct.
Specifically, the checking tool cannot validate whether you have used proper
contrast between adjacent elements . like you didn't put light silver text
on a white background. It also does not validate "reading order" meaning you
need to listen to it and validate it is read in the order you desire.
These are always human checks, not computer checks.

That message means that the tool can't automatically check those
requirements, not that XEP is producing noncompliant PDF. Have you verified
that there are issues with the reading order or the contrast?

Hello,
I am generating PDFs using DITA-OT and RenderX XEPand the PDFs need to be
section 508 compliant. Most of the issues have been addressed using RenderX
XEP 508 implementation settings/configurations.
I am still left with two issues not addressed and I don't know the best way
to address them. As you can see from the attached screenshot, the document
reading order and color contrast need to be manually fixed. Is there a way
to fix the reading order of the document and the color contrast.
